Phil has spotted this bird on our front porch several times and was finally able to take some photos on 3 December 2004.  It appears to be hunting smaller birds at our bird feeder in the front yard.  It stands about 12 inches high and we believe it is a juvenile Cooper's Hawk, as we finally saw that it has rounded tail feathers.  We saw a pair of them flying over head on 26 December 2004 while we were clearing snow from our driveway.  No doubt they were hoping we would refill our bird feeder.
